YouTube chapters not working? Check these four rules

YouTube requires four things of a chapter list, and breaking any one of them makes the whole list silently do nothing. No error, no warning, no note in Studio. The timestamps just sit there as ordinary text.

Here are all four, from YouTube's own documentation, with the one that catches most people first.

Rule 1 — the first timestamp must be 0:00

YouTube's wording: make sure that the first timestamp you list starts with 00:00.

This is the most common cause. A list that starts at 0:12 because that is where the intro ends is not a chapter list. It is text.

Rule 2 — you need at least three

Two timestamps is not a chapter list either. Three is the minimum, and there is no partial credit — two chapters do not produce two chapters, they produce none.

Rule 3 — each chapter must last at least ten seconds

YouTube's wording: the minimum length for video chapters is 10 seconds.

A nine-second chapter does not shorten itself or get dropped on its own. It invalidates the list. This is the rule people break while trying to be helpful, by marking every small beat in a fast intro.

Rule 4 — they must be in chronological order

Ascending, top to bottom. A list that jumps backwards — usually from editing the video after writing the description — fails.

The checklist, in the order worth checking

• —Does the first line start at 0:00?
• —Are there at least three?
• —Is every gap at least ten seconds?
• —Does every timestamp come after the one above it?
• —Are they in the description, each on its own line, timestamp first?

If all five are true and chapters still do not appear, YouTube documents two further cases: not every video is eligible, and chapters are withheld if the channel has any active strikes, or if the content may be inappropriate to some viewers.

The thing almost nobody knows

Automatic chapters are on by default for new uploads, and a valid manual list overrides them.

So if you see chapters you did not write, YouTube generated them. And if you wrote a list that breaks one of the four rules, you may still see chapters — YouTube's own, not yours. That is the confusing case: it looks like your list half-worked. It did not work at all, and something else is filling the space.

Why AI-written chapters fail these rules so often

A chat assistant writing chapters from a transcript has no timing data. A transcript is words; a chapter list is clock positions. So the numbers get estimated from how long each section of text looks.

Estimated numbers break rules 3 and 4 constantly, because the estimate does not know where your edit actually cut. And they break them invisibly — eight plausible timestamps look exactly like eight measured ones.

Upload your caption file if you want real timings from any tool. That is the file that carries the clock.

What packaged does about it

All four rules are enforced before the output reaches you, each as its own rejection rather than a warning: fewer than three, a first timestamp that is not zero, timings that go backwards, and a gap under YouTube's minimum. They run as four separate test cases, not one.

And with no caption file, it returns chapter titles and tells you the timings are unavailable rather than estimating them — an invented number cannot reach you even if the model produces one.
